Can I give my colleague’s loan as Zakat, even though he hasn’t paid it back in 2 years?

One of my Office colleague – Non Muslim (Hindu) asked for a loan of Rs. 20k and informed that he will return it in 1 month. It’s close to 2 years now and he is yet to pay the amount in spite of numerous follow-ups. He always assures to give after sometime. He is having very huge loan amount at present owing to medical treatments of his family members. I have also lost hope of receiving money. Can I consider this amount in Zakat and inform him about it, while giving out Zakat amount for present year.

Firstly, he is not a Muslim and zakah cannot be given to Non-Muslim. Secondly, you have given him the amount as a loan and thus you cannot make zakah intention for the same. So, it is not lawful for you to deduct it as the zakah of current year.
