Can a muazzin with no fist-length beard give adhan? What if he has a beard but smokes in public?

In my mosque, the muazzin does not have a fist length beard. Is he allowed to give the adhan? What if he has a fist length beard but he smokes in public?

بسم الله الرحمن الرحيم

(Fatwa: 669/552/B=05/1435)

If he cuts his beard then his azan is makrooh tahrimi. However, merely by smoking cigarette his azan shall not be makrooh tahrimi.
