Saudi Government’s restriction regarding performing Hajj once in five years

Saudi Government only permits the expatriates working in Saudi Arabia only once in five years to go for Hajj for management reasons. What would be the ruling in the following scenarios? And which one is the proffered one. 1. Take permission for the first year (in five years) and then for subsequent 4 years go for hajj without permission and by bass all government check points by any means. 2. Take permission for the first year (in five years) and then for subsequent 4 years go for hajj without permission and go through the check points. If check point staff allows, go for Hajj otherwise return back. 3. Perform Hajj only once in five years.

Answer

Hajj is Fardh only once in a lifetime if one has the financial means.

The Saudi government has placed restrictions for management reasons. That should be respected. It is not proper to violate the Saudi government rules and perform Hajj every year.
