Is it permissible for the Muslim community to give Zakaat or Interest to a Muslim who is in severe debt. The monies collected will be used by him to pay off his creditors who also happen to be Muslim?

Answer

If he is in debt and also eligible to accept Zakaat, he is referred to as a
poor person. Hence, he may accept such monies to pay off his creditors even
if they are Muslims.
