Is it a condition to say the word ‘say’ before Quranic supplications that begin with ‘Say’?

Question: Salam, There are many Quranic verses that contain supplications preceded by the word ‘say’. So, does the word ‘say’ have to be stated before making a supplication from the Quran or while reciting on tasbih?

Shaykh `Ali Hani, a master of the Qur’an, Exegesis and more, mentioned that it is not a condition to say the word ‘say’ before Quranic supplications that begin with ‘Say.’

This is regardless of whether one is doing so in one’s supplications in the prayer or outside, or whether one wishes to write it on something such as a book or a wall.

The reason for which is that it is a command from Allah telling us to say that particular supplication and so we respond accordingly. This is however different than verses that are not supplications such as ‘Say, He is One’, where one must say it.
