The tarawih in Ramadhan is offered from the time of the Prophet (صلی اللہ علیہ وسلم). It is proved that the Prophet (صلی اللہ علیہ وسلم) himself offered twenty rakah tarawih and this is followed by the overwhelming majority of the Ummah.
