My question is: 1. can we cut beard after one hand fist or is it ahsan not cut. 2. is it called jamaal if someone cut his beard after one fist who never cut his beard in his life till now.

It is wajib to grow beard to one fist length.
السنة فیہا القبضة (رد المحتار، کتاب الحضر والاباحة).
You have choice in keeping more than it. If someone feels that leaving it uncut is better for him, he is free not to cut it, and if someone feels beauty in cutting he may cut it; rather it is better to cut it.
