Please answer these question 1) i had invested in an pay and use toilet business, the place is taken from municipality for 30 years lease and the owner is paying me an fix amount on some investment which is about rs 6600/- please confirm whether it is jaiz in islam and the amount is fix ? Will the amount be considered as interest amount ? 2) the investment done in the above scheme is non-refundable, the money will not refunded after 30 years, the benefit is the only thing which you get every month rs 6600/-.

Yes, this amount is like interest, it is unlawful to take the fixed amount from the owner.
