Is it permissible for women to cut their hair?

Q: Sometimes we women cut our hair when they get bad or rough or when they stop growing. So is it true that the hair should be cut in the start of any Islamic month before the 4th? Is it true that the hair should be cut when the moon starts increasing? Are both these concepts true or not?

Bismillaah

A: Women should not cut the hair of the head.

And Allah Ta’ala (الله تعالى) knows best.
