Can facial hair and eyebrows be permanently removed by laser or other methods?

Yes, it will be permissible to remove facial hair permanently for women only. However, if the eye brows have become so dense that it becomes a reason for repugnance in the ladies husband, then it is permissible to trim them to a more appropriate and normal size. (Ahsanul Fataawa Vol 8)

It is stated in the previous Q&A that if the eyebrow has become too dense then one must trim them to a more appropriate and normal size it does not mean to trim the eyebrows so they appear paper thin or such designs which are prevalent today are normal. Normal is implying the natural norm appearance of eyebrows which is has not been tampered with.
