Question: Is it acceptable to mention Allah’s name while leaving the bathroom with one foot still inside the bathroom?

Thank you for your important question.

Mentioning Allah’s name and invocations (dhikr) in general is offensive in the bathroom, and not sinful (Ianat al Talibin, Dimyati).

As long as one is standing on both feet, with one foot still in the bathroom, one is considered to still be in the bathroom. If one foot remains as one is leaving but one is not leaning on it, then one is considered to be outside of the bathroom (Tuhfat al Muhtaj, Ibn Hajar al Haytami).
