Jazāk Allāh Khayr/ Thank you for contacting Mathabah for your question.

Yes it is permissible to repeat the same sūra in both raka’āt.

Mu’ādh ibn ‘Abd Allāh Al Juhanī reported that a man from the tribe of Juhaina told him that he heard the Prophet صلى الله عليه وسلم recite إِذَا زُلْزِلَتِ الْأَرْضُ (i.e. Sūra Al Zilzāl) in both raka’āt of the morning prayer.” [Abū Dāwūd: 816]
