A person who join the issha farz namaz behind the imam, unfortunatly he skip one rakat, then after finishing of namaz of imam, shall he read the any surat after surah fateha( extra rakat performed by the person when imam finished the namaz)

Yes, in the question mentioned above, the person would add any surah after surah al-Fatiha.
