Imam al-Shafi’i on the Recitation of the Fatiha

I read that Imam Shafi’i said in Al-Umm that the follower isn’t required to recite the fatiha. Is this true? If so, why does The Reliance of the Traveller say that it is obligatory for a follower to recite this?

بسم الله الرحمن الرحيم الحمد لله رب العالمين و صلى الله على سيدنا محمد و على آله و صحبه و سلم أما بعد

In his book al-Muhadhdhab, Imam Shirazi transmits from al-Umm that it is obligatory for a follower to recite the fatiha. Imam Nawawi does not correct him in [h: his commentary on al-Muhadhdhab], al-Majmu‘ (3.363-364), and this is the relied-upon position.

السؤال: قرأتُ أن الإمام الشافعي قال في “الأم” أنه لا يجب على المأموم قراءة الفاتحة، هل هذا صحيح ؟ إن كان صحيحاً فلماذا ذكر في عمدة السالك أن هذه القراءة واجبة على المأموم ؟ال جواب : الذي نقله الإمامُ الشيرازي في “المهذب” عن “الأم” هو القولُ بوجوب قراءة الفاتحة على المأموم، ولم يتعقبه الإمام النووي في “المجموع” (3/363-364) وهو المذهبُ المعتمد .
