Answered as per Hanafi Fiqh by TheMufti.com

Q. Does taking a blood test break Wudhu and Ghusal?

A. In taking a blood test, if the blood is extracted to the extent that if the needle etc. was not there, the blood would have flown out of the area of extraction, then in such a case, a persons Wudhu will be null and void. However, Ghusal will not be necessary. (Fatawaa Raheemiyyah 4/23)
