Crossing Meeqat Without Ihram

Assalamualaikum Warahmatullah

I want to ask ruling about passing of meeqat without ihram with no intention of Umrah. I am resident of Madinah Tayyiba and according to Sheik Makki al-Hijazi it is always compulsory to wear ihram while returning from Makkah to Madinah. 

Is it true that this ruling is only applicable for the people who have an intention to perform Umrah, as some of my friends tell me? Because I travel for work and meeting my relatives a lot of time from Madinah to Makkah and want to understand this ruling correctly to not violate any rules about Khana-e-Ka‘ba.

Also, some resident of Madinah, drive their relatives to Makkah who have intention to perform Umrah however the driver does not have an intention, does the driver has to wear ihram although he does not have intention to perform Umrah?

The statement from Sheikh Makki Hijazi sahib is correct. According to the Hanafi madhab, a person who resides outside of meeqat and is visiting haram-e-Makkah for any reason, it is incorrect to enter without wearing ihram. Therefore, stating that his fatwa is only about the people who are coming to haram-e-Makah with an intention to perform umrah will be, is incorrect. Whenever you are travelling to Makkah whether for work or meeting your relatives, in every condition you will have to wear an ihram.
