Salam!!!!
if a person is operating a currency exchange in the sense it does not deal with foreign currency but people coming in to make money orders, pay gas and electric bills or simply coming in to ask for quaters. Is the fee charged unlawful, for instance a customer comes in with a five dollar bill and asks for quaters, he is charged a service fee and he will be given $4.50 worth of quaters. is this lawful and can a person work here.

In such situations, one must give exact change. Otherwise, it would be considered riba and would be a serious sin.
