Can I give the stolen money as sadqa instead of returning it to relatives?

I stole a small amount of money whe I was young from relatives i really regret it and want to give it back but dont have the
courage to tell them i took their money. can i give to sadqa or
something else as it was a small amount?

It is very encouraging to see your regrets over your past sins, and your zeal and keenness to put it right.

You do not have to repay them with money. You may buy them a gift of the same value and gift it to them with the intention of compensating for the stolen items. Also, repentace for your actions is a must. Allah is all forgiving.
