Can you pray while intoxicated and recite Quran?

i was told once that if you are intoxicated with drugs and you are in a stable condition and you can realize that it is time for namaz and ALLAH is caling you to pray you are allowed to pray and i have also heard that if you are intoxicated you are not allowed to say anything from the QURAN so you can see where the confusion lies.

Assalamu Alaikum Warahmatullahi Wabarakatuh

Assalamu’alaikum w.w.

A Muslim must abstain from all intoxicating substances
so that he is fit to stand in front of Allah (SWT) and
recite His pure words.

As for the ruling, it is not permissible to perform
Salaaat in such a state of intoxication whereby one
does not understand what he is reciting.
