Must hair and nails be left uncut from 1st Zul Hijjah until Eid for qurbani if Hajj is not performed?

Answered as per Hanafi Fiqh by Muftisays.com
I have heard previously that people intending to perform qurbani are not permitted to remove hair cut nails etc. from the 1st of Zul Hijjah until eid. is this true even for a person not performing hajj?

Answer
It is Mustahab (Prefferable) not to remove hair & nails during those days if a person is performing Qurbani.
