Why do Muslims spit in public during Ramadan?

Why do so many Muslims spit in public during Ramadan? Are we not allowed to swallow our own spit whilst fasting?

Al-jawab billahi at-taufeeq (the answer with Allah’s guidance)

To collect one’s saliva in the mouth and then to swallow it, trying to quench thirst, will make the fast Makruh (disliked). (Nurul Idhah Pg. 147)

However, swallowing one’s own saliva (without collecting), will not make the fast disliked.
(Aapke Masa’il Aur Unka Hal Vol. 3 Pg. 286)
