Q: Should one read Bismillah Hir Rahmanir Rahim before reciting Duaa-e-Qunoot in the Witr Salaah?

Bismillaah

A: No

And Allah Ta’ala (الله تعالى) knows best.

والوتر ثلاث ركعات لا يفصل بينهن بسلام كذا في الهداية والقنوت واجب على الصحيح كذا في الجوهرة النيرة إذا فرغ من القراءة في الركعة الثالثة كبر ورفع يديه حذاء أذنيه ويقنت قبل الركوع في جميع السنة … والأولى أن يقرأ اللهم إنا نستعينك ويقرأ بعده اللهم اهدنا فيمن هديت ومن لم يحسن القنوت يقول ربنا آتنا في الدنيا حسنة وفي الآخرة حسنة وقنا عذاب النار كذا في المحيط أو يقول اللهم اغفر لنا ويكرر ذلك ثلاثا وهو اختيار أبي الليث كذا في السراجية (الفتاوى الهندية 1/ 110)
