Zakaat Calculation Dilemma: Black Market or Official Dollar Rate?

Q: In the country I stay, there is a big difference in the black dollar and official dollar rate. The dollar in this country is not the local currency. When I change dollars, I change on the black market because of the rate being higher. I normally take out my zakaat in the local currency. On the dollars that I have, should I take out my zakaat on the black market rate or on the official rate?

A: Use the rate that is more beneficial for the poor i.e. the black market rate since you are dealing in the black market.

And Allah Ta’ala (الله تعالى) knows best.

( والمعتبر وزنها أداء وجوبا ) ولا قيمتهما

و قال في رد المحتار : قوله ( والمعتبر وزنهما أداء ) أي من حيث الأداء يعني يعتبر أن يكون المؤدى قدر الواجب وزنا عند الإمام والثاني وقال زفر تعتبر القيمة واعتبر محمد الأنفع للفقراء … ولو كان له إبريق فضة وزنه مائتان وقيمته ثلاثمائة إن أدى خمسة من عينه فلا كلام أو من غيره جاز عندهما خلافا لمحمد وزفر إلا أن يؤدي الفضل وأجمعوا أنه لو أدى من خلاف جنسه اعتبرت القيمة حتى لو أدى من الذهب ما تبلغ قيمته خمسة دراهم من غير الإناء لم يجز في قولهم لتقوم الجودة عند المقابلة بخلاف الجنس فإن أدى القيمة وقعت عن القدر المستحق كذا في المعراج نهر (رد المحتار 2/297)
