Making a poor person perform hajj with zakaat money or building a musjid with zakaat money

Q: Can we make a poor person do haj with zakat money and can we build a masjid with zakat money?

A: 

1. If the money is given to the poor person or the ticket is purchased on his behalf with his consent, the zakaat will be discharged.
2. It is impermissible to build a musjid with zakaat money.

And Allah Ta’ala (الله تعالى) knows best.

ويشترط أن يكون الصرف ( تمليكا ) لا إباحة كما مر ( لا ) يصرف ( إلى بناء ) نحو ( مسجد و ) لا إلى ( كفن ميت وقضاء دينه ) أما دين الحي الفقير فيجوز لو بأمره ( شامى 2/344 )
