Q: Are “smileys” regarded as pictures (tasweer) in shariat? And is it permissible to use them?

A:  All pictures of animate objects are forbidden in Islam. Hence you should refrain from using such icons or smiley’s which resemble pictures of animate objects.

And Allah Ta’ala (الله تعالى) knows best.
