Jumuah Salaah in an Unpunctual Community

Q: Is it allowed according to Hanafi Math-hab to establish Juma Prayers even though the resident people don’t attend 5 daily prayers? 

Bismillaah

A: It should be borne in mind that Jummah salaah is a separate obligation and the five daily salaah is a separate obligation. Hence, if people are not punctual on one obligation, this does not mean that they should stop fulfilling other obligations until they become punctual on the first obligation. Just as we do not tell a person who is not punctual on salaah to stop giving zakaat or stop fasting during the month of Ramadan until he becomes punctual on his five daily salaah, similarly we will not tell a person who is not punctual on his five daily salaah to leave out his jummah salaah.
