Q: Suppose a person used to fear fornication once but he did not get married. Now he does not fear sins anymore and can control his desires. Is marriage still obligatory for him?
A: Precaution requires that if he has the means to get married then he should get married as he does not know at which time he will become a victim of his nafs and Shaitaan.
