Questions on Taqdeer: Kafir and Dua

Q: I have two questions on Taqdeer:

1. Is a person considered a Kafir if he or she does not believe in Taqdeer (Destiny)?

2. Can Dua change Taqdeer? I have heard that Dua can change Taqdeer. Please clarify.

A:

1. Such a person is not a Muslim.

2. The books of taqdeer that are in the hands of the malaaikah they may change.

And Allah Ta’ala (الله تعالى) knows best.
