Should Female Circumcision be Practised?

Q: I have heard a lot on female circumcision and that it is practised in some countries. I have also heard that due to the procedure not carried out correctly in some cases, there are reports of girls suffering since it has an impact on their health and can even cause death. We have also seen cases of deaths reported in the media. My question is, should female circumcision still be carried out? What does Islam say on this? Please clarify.

A: If there is a person that is experienced and thorough then it should be carried out.
