Effort of tableegh with mashwarah

Q: If a lady went for 40 days mastooraat comes back and there’s some new tarteeb that they want to introduce in the ladies ta’leem. Does she give the tarteeb in the ta’leem programme or does the husband introduce it in the mashwarah and then the men take it to their wives?

Bismillaah

A: It should be passed in the mashwarah before it is implemented.
