Q: Will dirty water become clean (Paak) after it has been filtered? Is the ghusal and wudhu valid with the above dirty water which has been filtered?
A: If you are referring to impure najis and napaak water it will not become paak.
If it is the same water that you are talking about then it is not permissible to use it for drinking and washing.
