Is Oral Sex Permissible in Islam?

Q: My question is regarding this new issue which arose nowadays, it is about oral sex. Is it permissible in Islam, because there are many videos and some ulama say it’s permissible and they quote the Quran surah Baqarah ayast 223. please explain this in detail.
