Q: Is wudhu permissible with nail gel on and how can a person know if water reaches to the nail with nail gel on?
A: If the nail polish in non-porous, then the wudhu will not be valid.

A: Porous means that the substance allows water to penetrate it and reach the nail (permeable). Non-porous means that the substance prevents water from reaching the nail (impermeable).
