Reciting Surah Faatiha and a Surah in the last two rakaats of fardh Salaah

Q: In Beheshti Zewar it is mentioned that in a fardh Salaah, in the last two rakaats if a person reads surah Fatiha and a Surah thereafter, sajdah sahw will not be wajib. Please can mufti saheb explain the reason for this, because it seems contrary to the usool that it is delaying the ruku.
