Difference between a Shaykh and a Mufti

Q:

1. What’s the difference between a “Shaykh” and a “Mufti”, and what can a Mufti do that a Sheikh can’t do, and vice versa?

2. Is Shaykh Hasan Ali a good, reputable and trustworthy scholar?

A:

1. A ‘mufti’ is someone who has specialised in fiqh and in the field of issuing fatwas under the tutorship of reliable ulama who themselves are competent in the same. Generally, in the Arab world the word ‘shaykh’ is used as a title of respect for an elderly person or for any learned person, who may not necessarily be qualified in the field of issuing fatwas.

2. We do not know about him.
