Does black magic exist? If a learned person who has control of jinns says that someone has done black magic on your family, should we believe it? If so, how should one react, as everything is in Allah’s control? Should one follow the advise of such a person?

In the Name of Allah, the Most Gracious, the Most Merciful.
Black magic does exist and one should take precautions to protect himself against it, just as one takes precautions to protect himself against illnesses.
We recommend that you read the tafseer of the last two Surahs of the Holy Quran (Surah al-Falaq and Surah an-Naas) to learn more about black magic. You can download the English Ma’ariful Quran (tafseer of the Holy Quran) from our download page (http://www.fatwa.org.au/download.html). The tafseer of the last two Surahs of the Quran is in volume 8 of Ma’ariful Quran, pages 918 onwards.
For protection against black magic, it is recommended to recite ‘Manzil’ once or twice daily. ‘Manzil’ is a collection of 33 verses of the Holy Quran. Reciting ‘Manzil’ is a tested and proven means of protection against black magic, evil eye, etc. ‘Manzil’ can be downloaded from our download page: http://www.fatwa.org.au/download.html
If a person feels unwell, he should firstly consult a medical doctor. If the doctor is able to diagnose the illness and treat him, well and good. Otherwise, if the doctor is unable to diagnose and treat the illness, he should consult a few more doctors. If none of the doctors are able to diagnose and treat him, he should consult an aamil who is a practising Muslim and has a good reputation in the community. An aamil is a person who specialises in diagnosing and treating black magic and the like.
Hence, the answer to your question is that if you and your family do not feel well, you should consult a doctor (or a few doctors if need be). If the doctors are unable to diagnose and treat the condition, you should then consult an aamil who is a practising Muslim and has a good reputation in the community. You should then act upon the advice of the aamil. Acting upon the advice of an aamil is not against tawakkul (reliance upon Allah), just as acting upon the advice of a doctor is not against tawakkul.
