Answer:

The text we found in “Fataawaa Hindiyyah” is with regards to male’s eyebrows and that they should not imitate homosexuals.  We have not yet come across any text similar to that which is mentioned in your question.  However, women are only allowed to remove unnecessary hair of their faces e.g. moustache, beard, hair between the eyebrows, rather in these cases it is desired that they remove this hair.  If she is growing extra hair around the eyebrows then it will be permissible for her to trim or pluck it and neaten it.  However, the complete of the eyebrows or making them into a thin fine line (as is done today by Fujjaar females) is Haraam and by doing so she will fall under the following Hadith of Nabi (S.A.W.):  It has been narrated by Ibni Abbas (R.A.) that:  “The Waasilah and the Mustawsilah, the Naamisah and the Mutanammisah, the Waashimah and the Mustawshimah are cursed who do so without any illness (medical problem).”  Abu Dawood says that:  “The explanation of Waasilah is she who joins hair to the hair of women and the Mustawsilah is she who has her joined, the Naamisah is she who plucks eyebrows so much so that they become thin and fine and Mutanammisah is she who has her eyebrows plucked….”  (Abu Dawood, Vol. 2, Page 218, Muslim, Vol. 2, Page 217, Raddul Muhtaar, Vol. 5, Page 263, Al-Fiqhul Islaami wa Adillatuhu, Vol. 4, Page 2679 and 2682, Aapke Masaail aur Unkaa Hal, Vol. 7, Page 127, Halaal wa Haraam, Moulana Khalid Saifullah Rahmani, Page 93)
