Quran on a cellphone

Q: Is it permissible to have a quran reader on ones cell phone, arabic plus translation? And if it is, does one need to have wudu to to read the quranic words that display on the screen?

A:

One does not require Wudhu to hold a phone on which the Holy Quran is saved. Similarly, one does not require wudhu to recite the Quran from such a phone provided that one does not touch the screen when the words of the Holy Quran are displayed on it. The Quran should not be displayed in the toilet or other such place.
