Question:

If I use a tissue to wipe the sweat off my face after I put the tissue in my pocket when that tissue dries can it be used for istinja?

Answer:

In The Name Of Allah, The Most-Merciful, The Most Kind

Istinja is permissible with stones, dry mud or other substitutes such as toilet tissue in our time. Istinja is not permissible with bones, excreta, food or anything that is treated with respect.

Salman Al-Farisi said:

“Indeed, the Prophet (peace and blessings of Allah be upon him) forbade us from facing the Qiblah while defecating or urinating, from wiping (ourselves) using the right hand, wiping with less than three stones, or wiping with dung and bones.” 1

With regard to your question about using tissue for Istinja that has been used to dry sweat, the answer is it will be permissible.
