Is the Muqeem Of Makkah Required To Perform Tawaf al-Widaa?

Question:

There is a brother who was a muqeem in Makkah , he performed hajj and after the 12th returned to his home and resumed his daily life. Just 3 days ago, he decided he’s moving to Riyadh, and after leaving, some people say he should of performed tawaaf widaa and he now has to give damm .  Is that correct

Answer:


In The Name Of Allah, The Most-Merciful, The Most Kind

The tawaf al-widaa is not waajib (obligatory) on the residents of Makkah because they are not bidding the Ka’bah farewell. [[1]] If he left Makkah after the days of Hajj were over, then he was still considered a muqeem during the days of Hajj and therefore no damm is required from him.
