Is eating Nahari and chicken with skin still attached halal or haram?

I want to know that as I know that eating of skin part is haram but I saw in many cities that Muslim hotels offer Nahari which contains feet of goat or buffalo which is prepared by only removing the hair of the skin but the skin remains attached and it is cooked. So I want to know that whether it is halal or haram for us. And sometimes people use chicken as a form in which the feathers are removed but the skin remains with the body and is cooked. Is this also right or wrong?

If the hair of skin is removed by burning or removing then it is allowed to eat the legs and chicken mentioned there in the question.
