Is there a religious basis for reading the 4th Kalimah 10 times?

Is it true reading 4th Kalimah 10 times you have 10 virtues and 10 sins forgiven, 10 ranks elevated and except shirk no other sin is recorded for the reader for that day.

(Fatwa: 182/144/H=1434)

The holy Prophet Muhammad (صلى الله عليه وسلم) said whoever recites the following dua after Fajr salah while sitting in the state of qadah without talking to anyone ten virtues shall be written for him and ten sins shall be erased and ten ranks shall be increased and he shall be kept safe from each unpleasant incident and shall be saved from satan and no sin can reach him the day except making a partner with Allah. The dua is:
لَا إِلَهَ إِلَّا اللَّهُ وَحْدَهُ لَا شَرِيكَ لَهُ لَهُ الْمُلْكُ وَلَهُ الْحَمْدُ وَهُوَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ
Note: Record a sin and being safe from sin are different things. If someone commits sin due to his nafs and satan then it shall be written in his register of deeds.
