What is the ruling on prayer in congregation if no sermon is given in a masjid?

What is the ruling if there is nobody to give sermon on the Friday in a masjid? Should the people sitting there offer regular Zuhr prayer in congregation or what is the ruling in this regard.

Answer

(Fatwa: 137/119/B=1434)

A person who could read a little recites two or four lines from the book of Khutbah it will suffice for Khutbah to be complete and Jumuah salah can be offered thereafter. If only surah fatiha is recited in Khutbah then too it shall be valid. There is no need to offer Zuhr salah.
