Is it fair to use a source to get a scholarship with an agreement to give 20% of the total amount?

Answered as per Hanafi Fiqh by Darulifta-Deoband.com
Actually I am engineering student. I am going to apply for scholarship and I am eligible for this scholarship but one cannot get this scholarship without any strong source as per previous record if I am not using any proper source then it is hard to get this scholarship. May I use any source for getting this benefit for example one person is there who has promised me that he will definitely provide me this scholarship at the agreement that he will get 20 percent of total amount sanctioned. Please guide me doing like this is fair or not?

(Fatwa: 1675/1128/H=1433)

If the person does not commit any illegal work and also it is not his responsibility to provide you scholarship, so he fixes any amount in advance as per the compensation of his hard work instead of 20% then it is allowable, otherwise not.
