Answer

(Fatwa: 704/747/N=1433)

If outsiders are allowed to come in the ground floor of your office to participate in Jumuah salah then it is right and lawful to establish Jumuah salah therein. But it is masnoon that Jumuah salah and other fardh salah are offered in Shariah mosque. And if the outsiders are not allowed to come there then Jumuah salah is not right there as it is a condition for Jumuah salah to be valid that the premises is open for public (izn aam). So it is mentioned in the book of Fatawa.
