What are the rules for offering qasr salah when travelling by air?

If a person is musafir at some place and then the time of a salah (say Zuhr for example) starts. Now this person will be travelling to his place by such means (flight) that he will reach his place before the time for that salah ends. Then should that person offer qasr salah or should he reach his place and then offer the complete salah?

Answer

(Fatwa: 1157/744/H=1433)

If he reached at his native place before the time of salah came to an end or such a place where he intends to stay fifteen days or more then it shall be wajib for him to offer complete salah. He should not do qasr.
