(Fatwa: 338/338/M=1432)

It is makrooh tahrimi to offer any salah during these three times: (1) Tulu’ (at the time of sunrise), Istiwa (at midday) and Ghurub (at the time of sunset). However, the Asr of the same day is not makrooh when the sun turns red until it sets, but any other qaza salah is makrooh in this time.
و كره تحريماً صلاة مطلقًا و لو قضاء أو واجبه أو نفلاً أو على جنازة و سجدة تلاوة … مع شروق … و استواء و غروب إلا عصر يومه (در مختار 2/30 ط زكريا)
(2) It is better to avoid offering salah some minutes before and after these makrooh times i.e. when the sun rises and goes up equal to one spear that is almost fifteen minutes time, when the sun turns red until it sets and at midday. The midday time is very short not enough even for any salah and remains even less than one minute. So is mentioned in the books of Fiqh and Fatawa.
