Did the husband’s talaq count as one or three?

Janab Mufti Sahab, Asalaam Alaikum wa rahmatullahi wa barakatahu. A certain person was angry(for a week) with his wife, in fit of rage he said talaq once(there was no witness other than himself and his wife) and left the home, when he was outside he picked up quarrel with his brother in law(wife’s brother) the quarrel went on for couple of hours and he got more angry and went back home and pronounced 2 talaq’s(again no witness) after which he realised his mistake and cried and weeped and claimed that he had said talaq only once the second time. He then went to the muftis and qazis in saudi arabia and narated his story to them who scolded hime for using the word talaq and told him that talaq had not happened and he can take back his wife by saying infront of two witnesses that he wants to take his wife back. In this situation i have couple of questions. -If he said talaq once and left and a duration passed(3-4 hours), he spoke to entire world about different matters and quarreled with people and came back to say talaq twice again. Does the talaq get implemented, will it be counted as talaq in one sitting(which as per my limited knowledge is two sittng). And he claimed that the intention was scare the wife so that she will obey him(listen to him). -If the husband claims that he gave talaq only twice and there are no witness and the wife says that she heard him say it thrice what should the wife do who does the sharia listen to??.

Whether talaq is given in single meeting or at different occasions, when the wife heard three talaqs herself, it is haram for her to live with the husband. She should separate herself from husband by khula etc. Having got khula, she will pass her iddah and then can marry any man except her previous husband. It is mentioned in the Chapter of Talaq of Fatawa Alamghiri.
