Is Halaque (shaving of the head) a necessary part of Umrah for men?

I want to ask a question about Halaque ( shaving hair of head) is it necessary for a Man who is doing umrah? is it permissible for a man to shorten his hair after umrah. if a man shorten his hair not shaved, has he completed umrah or uncompleted or is there any kind of charity etc?

Answer

(Fatwa: 834/834/M=1431)

It is necessary for one who is doing umrah to do halaq (shaving hair of head) or qasr (shortening hair of head) after tawaf and sa’i. It is not wajib to shave hair, provided there is hair on head longer than one finger knuckle. It is also lawful to cut only equal to the knuckle of finger; however doing halaq is better and if the hairs are shorter than one knuckle of finger then halaq is wajib.
