Can unclaimed, repaired mobile phones be sold or used legally after 1-2 years of inactivity?

I am running mobile service center? Some people after giving their complaint sets never come again to take it and leave it (some more than one or two years) which we have repaired. Some have been charged Rs 400 or 500 which if resale we will get that much only. Is it lawful to sale or use the set? It may get damaged if kept idle for too long time. In many service centers in the slip given there it is written to take the set at earlier possible time. After a period of time (2 or 3 months) the center is not responsible for the same. The same may be disposed as scrap.

If you are sure that the owners of those mobiles never come again then you should sell them as per market price and keep your service charge and give the remaining amount to poor and needy ones. Whether you give slip or not the ruling is same in both the cases. However, it is better to write complete address and contact no of the owners and in case they do not come you should contact them and take in your possession after their permission.
